摘要: 随着信息技术的迅猛发展,许多发达国家和地区纷纷开始构建网上招投标系统,力求建立透明、公正的招投标系统。国家投资工程建设项目是中国国家固定投资的主要表现形式。这些项目基本上都是一些国家或区域发展经济必不可少的基础设施。由于中国是发展中国家,基础设施建设不完善,国家投资工程建设项目所占比例相对发达国家较大。基础设施项目的建设往往涉及到多产业和多部门,并影响着区域经济的发展与产业结构的再造,甚至影响到整个社会经济的发展与人民生活质量的提高。因此国家投资建设项目招投标活动的完善引起了广泛的关注。网上招投标在国家投资工程建设项目招投标活动的应用,对保证招投标活动的公平、公正、高效地进行具有重要意义。评标专家库的建设是网上招投标实施的一个关键环节,利用信息技术加强和完善相关的评标专家库管理系统,促进网上招投标的进一步发展,是一个值得研究的重要问题。因此本文对网上招投标及其中的评标环节进行了研究。首先,对国内外的招投标发展的现状进行了综述和分析,在实际调研的基础上对我国国家投资建设项目网上招投标的流程进行了研究。接着,对评标专家库的专家数量优化问题进行了分析和探讨,构建了评标专家库专家数量优化模型。然后,鉴于评标专家的水平也将直接影响招投标决策的科学性,因此对于评标专家的科学合理的综合评价对于招投标管理活动具有重要的意义。基于胜任力模型的基础理论,通过调研和专家访谈初步建立了评标专家的胜任力模型,设计了评标专家评价的指标体系。采取定性与定量相结合的方法,运用层次分析法确定了指标权重系数,针对所选指标的模糊性,建立了评估的模糊综合评价模型,以反映评标专家在胜任力评价模型上的优劣,从而为管理者合理评价评标专家提供了科学依据。最后,以Tornatzky和Fleischer提出的TOE理论模型作为分析框架,针对建筑业网上招投标系统采纳的具体情境,从技术、组织和环境三方面的因素分析了影响采纳的具体因素。结合中国建筑企业自身的规模和类型、管理层的信息化意识,以及中国的社会经济文化环境等,提出了网上招投标系统的TOE采纳影响因素模型。With the rapid development of IT, more and more attention had been paid to TT adoption in the tendering process. Many developed countries and regions had started construction of electronic tendering system. State-invested construction projects were related 10 important areas of national welfare and people's livelihood. The application of electronic tendering of state-invested construction project was of great significance for ensuring that tendering activities was in a fair just and efficient manner. Expert system management was an indispensable step of electronic terdering. An important issue worthy of study was how to make better use of information technology 10 strengthen and improve scientific application of relevant expert database. Firstly, we carried on analysis of tendering present situation both domestic and foreign states, and then proposed tendering operation pattern of State-invested Construction Project. Next, a model for deciding optimal number of experts in the database was established. And GA was used to improve extraction algorithm of extraction system in the expert database. Then competency model of tendering expert evaluation had been established. How to carry on reasonable appraisal to experts was important problem in tendering system management. Experts were simply inspected during the course of expert evaluation. We initially established a competency model of expert evaluation. And then we designed index system of expert evaluation, took qualitative and quantitative method, used AHP to confirm the intensity of every index and set up the fuzzy comprehensive evaluation model. Based on analysis we proposed management measures for solving the issues of expert database management system Finally, concrete factors of influencing E-tendering system adoption were studied on framewok of TOE model put forward by Tornatzky and Fleischer. And then concrete factors were discussed in technical, organization, and environment three ways. A new TOE model for construction E-tending system was proposed in combination with Chinese construction enterprises' own scale and type, informationization, consciousness of top management and state economy culture environment. We put forward the specialized suggestion on the basis of tendering system combination with Sichuan's circumstance
